The pic follows a killer who talks like a duck wanders around New York City killing women by various means including slicing an eyeball with a razorblade. Detective Jack Headly is hot on his trail.
Sexploitaion horror in all it's glory. This looks like a Troma picture from the late 70's or early 80's with a lot of cheese. The duck noise was insane.
