Honestly, I think it's a pretty neat idea... better than a Temporary Banning.

Also, how does someone end up in it? Mod discretion, or does a post/thread have to be reported?

Mod/Admin discretion, but post/thread reporting would certainly aid in the decision making process.

This was implemented as a deterrent to continued flaming and trollish activity, via members that could otherwise be constructive additions to the community. Often full on banning's aren't warranted, and warnings just aren't effective enough. Hopefully this will level the field a bit more toward free flowing discussion, and hinder the sometimes humorous but most often redundantly tedious pages of flames users have to sift through daily.

We're also looking to bring down the off-topic banter outside of the whatever section, this maybe used to aid there as well.

I really don't care much for this idea... I feel like the only people who are going to end up in the B-D Jail (for all intents and purposes, it is the same as a certain other forum's system) are the people who should just be outright banned for spamming, flaming, etc.

I just don't really see it serving much of a purpose. Unless it's going to be used to punish mean members for hurting the feelings of some stupid n00bs or something... in which case I definitely dislike the idea, as that's half the fun of this site.
