I think it was maybe a Tales from the Darkside or something. It was from the 80's or possibly early 90's. It was about a Dress and whoever wore it would become possessed and kill.

It also may have been one of the 80's Alfred Hitchcock Presents episodes.

Mmm, late eighties/early nineties leads me to believe it's probably Tobe Hooper's 1990 tv movie, 'I'm Dangerous Tonight'.
It could also be a segment of the anthology film 'The Hunger', with the same title, made in 1996.

It might be "I'm Dangerous Tonight". I watched the trailer. For some reason I think I remember someone being chopped into tiny pieces.
