It's been a few years since I've seen Battle Royale 2 so I can't give a proper distinction between the two but I find you'd be hard pressed to locate very many films in which the sequel is better than the original.

It's decent. They need to make some new stars though because the roster is lacking star power.

Oooo that's a hard question!
I would say Number one for nostalgia but I do love 6 and 7.
I could outright say which is my least favorite - Number 4.
I felt number 4 was kind of just to move the story on.
